Kuagbenu Commits to Overhaul CWSA Operations Framework

  


Vincent Kuagbenu, Chief Executive Officer (CEO) for Community Water and Sanitation Agency (CWSA) on Wednesday pledged to push through planned reforms at the agency.

In his brief remarks at the ongoing MOLE XXXVI Conference at Gomoa Fetteh, Kuagbenu noted that with the rapid developments in the sector, the organization could not continue operating under a law that was passed as far back as 1998.

“You all agree with me that an entity cannot continue to operate under a law passed as far back as 1998. It is obsolete and out of touch. We are pushing the reforms. Luckily, the government's blueprint emphasised a reform at CWSA,” the CEO stated.

According to him, the draft policy and cabinet memo concerning the reforms were ready and would be delivered to the sector minister in a matter of days for onward transmission to cabinet for approval, adding that consultations with the leadership of parliament and the Attorney-General for expedited action on the bill had all been fruitful.


The CEO lauded the Coalition of NGOs in Water and Sanitations (CONIWAS), its member Non-governmental Organisations (NGOs), international NGOs and development partners for their massive and continuous support in the provision of water, sanitation and hygiene (WASH) services to Ghanaians.

“I always appreciate smaller organizations like you who are working with the communities to resolve their challenges, and we as a government will only have to partner with you to ensure that the objectives are met. So, I appreciate what you are doing,” Kuagbenu added.

The weeklong 2025 MOLE Conference opened on Monday with both local and international NGOs, government agencies, Metropolitan Municipal and District Assemblies, and development partners in attendance, to take stock of achievement in the year that ends in December, and prepare for the following year.
