Veteran Immigration Officer to Strengthen Border Security



Ghana’s immigration landscape has entered a new era with the appointment of Mr. Samuel Basintale Amadu as the Comptroller-General of Immigration (CGI) by President John Dramani Mahama on March 14, 2025. With 32 years of service in the Ghana Immigration Service (GIS), Mr. Amadu brings a wealth of experience in border security, immigration enforcement, intelligence, and international relations.


In his acceptance speech, Mr. Amadu reaffirmed his commitment to modernizing GIS operations, enhancing border security, and ensuring fair immigration policies that align with national and global standards.


A Journey of Dedication and Excellence


Mr. Amadu's career began in September 1993, and over the decades, he steadily rose through the ranks, holding key positions such as Greater Accra Regional Commander, Head of GIS COVID-19 Technical Team, and Deputy Commissioner of Immigration (DCOI) at Large before his appointment as CGI.


His extensive educational background, including a Bachelor’s degree in Psychology, a Master’s in International Affairs, and certifications in Immigration Law and Public Administration, has strengthened his ability to develop strategic policies, manage crises, and implement reforms.


Vision for the Future


As Comptroller-General, Mr. Amadu aims to:


Enhance border security and strengthen Ghana’s visa and immigration regulations.


Leverage technology to streamline immigration processes.


Collaborate with international organizations to tackle transnational crimes, including human trafficking and illegal migration.


Improve staff welfare and working conditions within GIS.



His leadership is expected to drive significant improvements in Ghana’s immigration system, ensuring it remains efficient, secure, and globally competitive.


Recognized for Excellence


Mr. Amadu's contributions to immigration policy and security reforms have earned him several accolades, including the Overall Best Cadet Award (2004) at the Ghana Immigration Academy. He is also a founding member of the Africa FRONTEX Intelligence Community (AFRIC) and has served on the Ghana Refugee Board.

Known for his integrity, strategic thinking, and commitment to human rights, Mr. Amadu envisions an immigration system that balances national security with humane migration policies. Fluent in English with basic French proficiency, he is passionate about legal reforms, public speaking, and cross-cultural exchange.
